IH <br />August 8, 2013 <br />Ivlr, Joel Manson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road L <br />Little Canada, MN 55117 -1633 <br />RP.,: Little Canada, Minnesota <br />Lahore Road Traffic Control <br />SEE No: LITTC P- 125345 <br />Dear Mr. Hanson: <br />Please accept this letter as our proposed scope of services for assisting the City in the evaluation of <br />intersection control for the intersections of Arcade Street and Cherry hill Lane with Labore Road. <br />Work Program <br />1. Review previous traffic count and speed data collected by the Ramsey County Sheriff <br />Department. <br />2. Set traffic counters to collect traffic volume data for all four approaches to the Arcade Street <br />intersection and the existing Cherry Hill Lane approach to Labore Road. The traffic data <br />collected by the Sheriff Department is totaled for both directions of travel. For comparison to <br />intersection control warrants, directional traffic counts are needed. <br />3. Estimate, add, and distribute the Pinetree Court development traffic to and from Labore Road. <br />4. Conduct a site review of the area including viewing available sight distance. <br />5. Obtain vehicle crash data from the State's data base. <br />6. Compare data to the Minnesota Manual on Uniform Traffic Control Devices warrants for <br />intersection control. <br />7. Review the area of Lahore Road and the two intersections for potential traffic calming <br />techniques. <br />8. Meet with you to review findings and recommendations (no cost). <br />9. Summarize findings and provide a recommendation(s) in a letter. <br />10. If desired, meet with the City Council to review findings and answer questions (no cost). <br />Staff <br />The undersigned, Tour Sohrweide will lead this project effort and be responsible for providing the letter <br />and making the reconunendations. 1 have over 39 years of traffic engineering experience. This includes a <br />long history with traffic calming along with past and ongoing experience providing traffic engineering <br />services to cities. I currently assist the Cities of Apple Valley, Burnsville, Maplewood, and Vadnais <br />Heights with traffic engineering issues. <br />Cost <br />We propose to provide the above services for a cost of $3,700. This cost includes reimbursable expenses <br />and $700 for the traffic counts.
