Spack <br />TRAFFIC STUDY COMPANY <br />August 3, 1013 <br />Mr. Joel Hanson, City Administrator <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 <br />Re: Traffic Study Proposal — Labore Road Corridor <br />Dear Mr. Hanson, <br />Thank you for the opportunity to present this proposal to analyze the Labore Road intersections at Arcade Street <br />and Cherry Hill Lane. The purpose of our study is to determine appropriate lane configurations and traffic <br />control at the study intersections plus determine if traffic calming would be appropriate on Labore Road or <br />Arcade Street. Our specific scope of work will include: <br />• Arcade Street /Labore Road Intersection Analyses <br />o Collecting hourly speed and volume data on each leg of the intersection on normal weekdays <br />while school is in session. <br />o Analyzing crash records from the Department of Public Safety at the intersection. <br />o Preparing a warrant analysis for all way stop sign control at the intersection per the Minnesota <br />Manual on Uniform Traffic Control Devices. <br />o Analyzing the speed data to determine if traffic calming devices would be appropriate. <br />• Labore Road /Cherry Hill Lane /Pinetree Court <br />o Collecting 13 hour turning movement count data on a normal weekday. <br />o Forecasting a.m. and p.m. peak hour traffic at the intersection after the fourth leg and adjacent <br />development are complete. <br />o Performing analyses per the Highway Capacity Manual and Minnesota Manual on Uniform <br />Traffic Control Devices to determine the appropriate lane configuration and traffic control. <br />• Documenting our findings, analyses, and recommendations in a pdf technical memorandum. <br />The fee for preparing the study is $4,980, due upon receipt of the memorandum. The draft memorandum will <br />be emailed to you for your review by October 18, 2013 (we recommend collecting traffic data in mid - September <br />after school is back in session and traffic patterns have normalized). I will attend public evening meetings upon <br />your request for an additional fee of $650 per meeting.
