Hanson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 <br />Dear Mr. Hanson, <br />Reference: Traffic Calming /Intersection Control Evaluation: Labore Road at Arcade Street <br />We are very pleased to submit this proposal to conduct a traffic study of the Labore Road intersection with <br />Arcade Street, located in the northeast portion of the City of Little Canada. <br />It is our understanding that there have been several requests from area residents to make improvements to <br />the Labore Avenue /Arcade Street intersection in order to address their safety and excessive speed concerns <br />at/near the intersection. While the City had the Ramsey County Sheriff Department study the intersection and <br />provide recommendations at the intersection, neighborhood concerns persisted to the point where the City <br />decided to request a proposal for a traffic study to further evaluate the intersection in question. The primary <br />objective of this study is to review the existing conditions at the Labore Road /Arcade Street intersection and <br />provide the City with recommendations on the appropriate traffic control at the intersection. In addition to <br />traffic control recommendations, potential traffic calming measures will be presented and evaluated. <br />Stantec has assembled an experienced team to conduct this project. John Hagen, P.E., PTOE, with over 22 <br />years of diverse traffic engineering and transportation planning experience, will serve as the project manager <br />and will coordinate the overall preparation of the study. Tom Fidler, P.E., will use his 18 years of experience <br />in roadway and intersection design to provide valuable input in the intersection control evaluation and <br />potential traffic calming measures at the intersections. <br />In order to successfully complete the traffic study, we propose the following work tasks: <br />SCOPE OF SERVICES <br />Task 1 — Data Collection: Collect 24 -hour turning movement counts at the key study intersection (Labore <br />Road at Arcade Street). <br />Task 2 — Intersection Control Evaluation: This analysis will be performed in accordance with MnDOT <br />Intersection Control Evaluation (ICE) Guidelines. This study will examine existing conditions and future year <br />(20 -year forecast) conditions for the existing side - street stop conditions, as well as potential future all -way <br />stop, traffic signal, and roundabout configurations. The analysis will examine weekday a.m. and p.m. peak <br />hours for level of service, average delays, and queues. <br />5 <br />
