Hanson <br />Page 2 of 3 <br />Reference: Traffic Calming /Intersection Control Evaluation: Labore Road at Arcade Street <br />Task 3 — Warrant Analysis: Perform a preliminary multi -way stop and traffic signal warrant analysis using the <br />existing peak hour turning movement counts. Determine whether the Labore Road /Arcade Street intersection <br />currently meets warrants for the installation of an all -way stop or a traffic signal. This analysis will be <br />performed in accordance with the Minnesota Manual on Uniform Traffic Control Devices (MMUTCD). This <br />analysis will provide a list of warrants and determination as to which warrants (if any) are met. <br />Task 4 — Crash Analysis: Using available crash data from the City of Little Canada, Ramsey County, and /or <br />the Minnesota Department of Transportation (MnDOT), determine the intersection crash rate and its relation <br />to similar types of intersections statewide. <br />Task 5 — Review of Traffic Calming Options: Provide a preliminary review of potential traffic calming options <br />for the Labore Road /Arcade Street intersection and /or the roadways leading up to the study intersection. <br />Task 6 — Documentation: Prepare a draft technical memorandum that will document study procedures, <br />findings and recommendations. Revise the draft memorandum based on comments received by the City, and <br />prepare a final technical memorandum. <br />Optional Task — Meeting Attendance: In addition to the tasks described above, the City may choose to have <br />Stantec staff attend public meetings, including Planning Commission, and City Council meetings. <br />COMPENSATION <br />We propose to be compensated on an hourly basis for the actual time expended, plus Reimbursable <br />Expenses (mileage, printing, etc.). Based on our understanding of the work requested, the total cost for our <br />service on this project is estimated at $5,450. The optional task to prepare for and attend public meetings will <br />be charged at our standard hourly rates. A typical meeting charge is estimated at $200 to $450 per meeting. <br />The estimated cost is based on the scope of services provided. It is understood that if the scope or the extent <br />of work is adjusted at any time, the project cost will be adjusted accordingly, upon your approval. <br />SCHEDULE <br />Immediately upon receiving authorization to proceed, we will schedule the 24 -hour turning movement counts <br />at the Labore Road /Arcade Street intersection. It is estimated that a draft report will be available for City <br />review within two weeks of the traffic counts, and a final report will be available within one week of receiving <br />comments from City staff. <br />6 <br />
