McGuire encouraged the public's <br />participation in the County's budget process. <br />McGuire asked if the Council had any questions of her. Blesener noted <br />that the Little Canada Road project (from 35E to Edgerton Street) is now <br />underway and is a joint project between the County and City. Little <br />Canada Road is a County road, but the City is participating in the project <br />with the addition of sidewalks and some other amenities. Blesener <br />pointed out that Centerville Road from Little Canada Road to County <br />Road D is in dire need of repairs. He also noted the need to upgrade Rice <br />Street, and that those upgrades have been delayed due to the MN PASS <br />project. <br />Blesener asked if the City of Arden Hills is part of the planning process <br />for the development of the TCAAP site. McGuire replied that that is <br />correct and indicated that a committee consisting of two County <br />Commissioners and the Arden Hills Mayor and Council Members has <br />been formed to plan this development. McGuire again noted that policies <br />will be adopted by the County as it does not want to develop this site at the <br />disadvantage of the rest of the County. <br />McGuire noted the County's and City's cooperation on road projects, and <br />the County's desire to maintain a good working relationship with cities. <br />Keis asked whether the issue of right -turn lanes had been resolved with <br />regard to the Little Canada Road project. The City Administrator <br />indicated that the right -turn lanes will not be installed at this time due to a <br />procedural issue with MN DOT. The Administrator indicated that these <br />lanes will likely he added in the future when Centerville Road is <br />reconstructed. The Administrator also noted that the MN PASS project <br />has delayed the improvement of Rice Street until 2016 or 2017. However, <br />he has received reasonable assurance that the driving lanes of Rice Street <br />will be milled and overlaid this fall. The Administrator indicated that the <br />City has had a good working relationship with Ramsey County Public <br />Works. <br />Montour stressed the need to get Centerville Road improved. He pointed <br />out that this roadway is used by other than Little Canada residents, has <br />served as an alternate route during the Unweave The Weave Project and <br />will again with the MN PASS project. Montour pointed out that the road <br />is in very poor condition and needs to be improved as quickly as possible. <br />4 <br />
