MINUTES <br />CITY COUNCIL <br />AUGUST 14, 2013 <br />SEH in the amount of $3,700. He also pointed out that all four firms <br />indicated the need to do traffic counts and that the City's traffic data <br />which was collected by the City Engineer for MN State Aid purposes <br />would not be sufficient for purposes of this study. Therefore, there is no <br />reduction in the prices quoted. <br />McGraw pointed out that the Pinetree Pond development is only just <br />underway; therefore, traffic counts from this development will not be <br />available. The City Administrator replied that there is standard <br />information available relative to trips per day per household that can be <br />used for purposes of this study. The potential for Gervais Woods <br />expansion was also noted. The Administrator reported that he would <br />inform the firm doing the study of both the number of homes to be <br />developed in Pinetree Ponds as well as the potential for a Gervais Woods <br />expansion. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -8 -142 — AWARDING THE LOW QUOTE IN <br />THE AMOUNT OF $3, 700 TO SEH FOR LABORE ROAD TRAFFIC <br />STUDY AS RECOMMENDED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />RIGHT OF The City Administrator reported that easements are needed from the St. <br />ENTRY John's Church property for the Little Canada Road Improvement. The <br />AGREEMENT — City and the Church are working together on these easements, but the <br />ST. JOHN'S process is taking a little longer than anticipated given the Diocese must <br />CHURCH sign off on the easement documents and easement appraisals are also <br />needed. The Administrator reported that in order to keep the project <br />moving forward, the City needs to enter into a Right -Of -Entry Agreement <br />with St. John's. This agreement will provide indemnification to the <br />Church for any problems arising from the construction project. The <br />Administrator presented the Right -Of -Entry Agreement for Council <br />approval, and noted the attachments which provide the detail showing the <br />easement areas. I-Ie also reported that St. John's has asked that the project <br />include some sidewalk improvements and handicapped parking area <br />expansion which St. John's will pay for directly. <br />Blesener introduced the following resolution and moved its adoption: <br />6 <br />
