B. Concrete Curb and Gutter Installation: <br />The installation of concrete curb and gutter was only considered for Option 1 - Street <br />Reconstruction. To install concrete curb and gutter as a part of Option B - Patch and <br />Overlay would raise the assessment rate in excess of $10.00/ L.F. This estimated cost <br />doesn't include the additional costs associated with the placement of aggregate base beneath <br />the curb and gutter, and bituminous patching adjacent to the curb and gutter. <br />It would be difficult to maintain gutter grades on a patch and overlay project as the curbing <br />would need to closely follow the grade of the existing street. We do not recommend the <br />installation of concrete curb and gutter for Option 2 - Patch and Overlay. <br />C. Drain Tile Installation: <br />The installation of drain tile is recommended in conjunction with storm sewer improvements <br />for both Options 1 & 2. The drain tile allows for the dewatering of the subgrade beneath <br />the street which promotes subgrade stability. Moisture will still develop beneath the street <br />during the critical spring thaw period. However, with drain tile, the street subgrade will <br />stabilize more quickly thus reducing the "alligatoring" of the surface. The installation of <br />drain tile will extend the life of the street regardless of which street improvement option is <br />chosen. <br />Drain tile is being installed at an estimated City cost of $11,642 for Options 1 and 2. For <br />Option 2, the installation of Drain tile and storm sewer piping results in the need for turf <br />restoration which is an assessed cost. The cost of turf restoration is estimated to be $2772 <br />or $2.25 per assessable front foot. <br />The "clean rock" installed around the drain tile will eventually "silt in" thus reducing the <br />dewatering ability of the drain tile.
