B. Concrete Curb and Gutter Installation: The installation of concrete curb and gutter was only considered for Option 1 - Street Reconstruction. To install concrete curb and gutter as a part of Option B - Patch and Overlay would raise the assessment rate in excess of $10.00/ L.F. This estimated cost doesn't include the additional costs associated with the placement of aggregate base beneath the curb and gutter, and bituminous patching adjacent to the curb and gutter. It would be difficult to maintain gutter grades on a patch and overlay project as the curbing would need to closely follow the grade of the existing street. We do not recommend the installation of concrete curb and gutter for Option 2 - Patch and Overlay. C. Drain Tile Installation: The installation of drain tile is recommended in conjunction with storm sewer improvements for both Options 1 & 2. The drain tile allows for the dewatering of the subgrade beneath the street which promotes subgrade stability. Moisture will still develop beneath the street during the critical spring thaw period. However, with drain tile, the street subgrade will stabilize more quickly thus reducing the "alligatoring" of the surface. The installation of drain tile will extend the life of the street regardless of which street improvement option is chosen. Drain tile is being installed at an estimated City cost of $11,642 for Options 1 and 2. For Option 2, the installation of Drain tile and storm sewer piping results in the need for turf restoration which is an assessed cost. The cost of turf restoration is estimated to be $2772 or $2.25 per assessable front foot. The "clean rock" installed around the drain tile will eventually "silt in" thus reducing the dewatering ability of the drain tile. However, we do not suspect that the drain tile will need replacement when the street is reconstructed. An itemized project cost breakdown for Options 1, 2, and 3 is included for your use.
