515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: January 22, 1993
RE: Lake Street Improvement Project
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Attached are three memos prepared by City Engineer Mike
Lynch addressing various options to consider relating to
the Lake Street improvement project. You will note that he
is recommending that Option 1 be installed because it
provides a long life street that meets current City
standards. However, should the Council deem it
appropriate, he could agree with a 28 foot wide section
(Option 5) due to the limited traffic on this street. He
indicated to me this has been done in other communities.
Should neither of these options be approved by the City
Council, then he feels Option 2 should be pursued based on
the value relative to the expected life. He has indicated
that Options 2 and 3 would provide a similar street section
in terms of estimated life. For purpose of discussion, he
has estimated this life at approximately ten years.
This past Wednesday, Mike and I met with Chuck Nagel
representing the Lake Street property owners. We reviewed
these options with him in detail. He asked that another
option be prepared which would consist of grinding the
existing pavement in place, grading, and then resurfacing
over that material (Option 4). We are meeting to review
this late Friday afternoon. We also discussed that the
improvement should consist of a rolled bituminous curve in
this analysis rather than the concrete curb the neighbors
had desired. Mike's estimate included concrete curb and
gutter. To do this project with a bituminous rolled curb
would reduce the lineal foot cost by about $10.
Another issue to consider is that fact that in Mike's
Options 2 and 3 he has not had the City participate on an
80/20 basis. He feels that due to increased maintenance
costs associated with the street not meeting City
Page 1
