The neighbors may raise this issue asking <br />for 20% participation on the part of the City. The Council <br />will need to consider this from a policy standpoint. (For <br />Option 2, 80/20 would mean an assessment rate of 22.67 <br />versus 28.36 per lineal foot. For Option 3, the rate would <br />go down to 35.23 versus 44.04.) <br />The neighbors will be holding a meeting on Sunday evening <br />prior to our Council meeting to discuss this information in <br />greater detail. They will then be in attendance at <br />Wednesday's meeting to present their opinion as to what <br />they desire. <br />In making this decision, we must also take into account the <br />revised assessment policy we are working on. (This <br />information is not available for this meeting due to the <br />fact that we have received much material that needs to be <br />reviewed prior to making a recommendation.) The final <br />result of this policy could obviously have an impact on the <br />amount to be paid by the affected property owners. <br />Assuming the benefits received argument necessitates an <br />approximate value of $50 to $55 per lineal foot, one may <br />want to consider that figure in relation to the cost of the <br />other options presented in terms of desired improvement and <br />value of the project over a longer period of time. <br />One last comment I must make relates to our policy on City <br />improvements. While I appreciate and share the concern <br />about the amount of money we are asking people to spend for <br />these improvements, I do feel the City must keep in mind <br />that standards are established for the long term benefit of <br />all residents of the City. By placing a higher standard <br />section for improvements at this time, we will be <br />minimizing future maintenance and reconstruction costs. <br />One could make the analogy between allowing a lesser <br />standard road section for the Lake Street area to the <br />situation which occurred in Ryan Industrial Park. While <br />the street in Ryan Industrial Park was adequate for a <br />period of time, the fact that it did not meet City <br />standards is costing us more money today. Therefore, I <br />feel it is important we consider the impact to taxpayers <br />both on a short term and long term basis when undertaking <br />these types of improvements. <br />This is no doubt a difficult issue and one that we will <br />face time and again in the future. It is my hope that by <br />going through this process at this time, we will clarify <br />our expectations for future projects in order to minimize <br />engineering costs while at the same time being able to <br />explain our position to affected residents. <br />Page 2 <br />
