III. STEERING COMMITTEE PROCESS AND PLAN DEVELOPMENT <br />May, '93 - March 1, 1994 <br />Mar. -April - Steering Committee organization and scheduling. <br />May -June - Early Steering Committee meetings focus on presentations by local experts that present <br />data on historical, socioeconomic, land use, geophysical and biological conditions in the <br />watershed, and analysis of this data, as developed by the technical committees. <br />July -Sept. - Steering Committee members identify and discuss resource issues in the watershed, and <br />develop a set of desired future conditions for the watershed. These are long -term, <br />mutually compatible goals and objectives for resource use and protection in the watershed, <br />presented in ordinary, non - technical language. <br />Oct.-Jan., 1994 - The Steering Conunittee develops a set of action steps to achieve the desired future <br />conditions, including new organizational arrangements needed in the watershed. Data, <br />analysis, desired future conditions, and action steps are compiled in a draft plan document. <br />Jan.-Feb., 1994 - local governments, resource agencies, interest groups and citizens review the draft <br />plan and provide suggestions and comments. <br />Mar., 1994 - Plan adopted by Project Steering Committee. The Public Information Plan developed <br />at the beginning of the project will include steps so that the Coordinator, representatives of <br />the Steering Committee, and resource agencies will take the products of this process as they <br />are developed to local governments, groups, agency staff, and the media in the watershed. <br />This will ensure that all interested parties are aware of the process and its findings, and have <br />an opportunity to provide comment and suggestions to the Steering Committee as they are <br />developing the draft plan. The draft plan should be a logical product of this process that builds <br />support as it is developed through wide - ranging participation from those affected in the <br />watershed. <br />IV. COORDINATION WITH PHALEN SMALL AREA PLAN TASK FORCE <br />U of M College of Architecture and Landscape Architecture: <br />Spring, 1993 - Complete research and summary papers detailing wetland hydrology and vegetation <br />for restoration activities on the Phalen Small Area site. <br />Summer, 1993 - Design wetland and upland site models for the Phalen Small Area site, and <br />generalizable to similar conditions in other areas of the watershed. <br />Fall, 1993 - Integrate site models with other design elements to produce a design for the Phalen Small <br />Area site. <br />Winter, 1993 -94 - Develop landscape simulations of Desired Future Conditions identified for the <br />Watershed. <br />The Phalen Small Area Demonstration Project will serve as a site - specific application of the <br />policies, principles and practices being developed for the watershed resource management plan. The <br />Project is managed by the City of St. Paul with the Phalen Small Area Task Force, and will be <br />coordinated with the watershed planning effort through the coordinator and Project Management <br />Team so that it demonstrates the potential use of the management plan principles and recommenda- <br />tions. The research conducted by the College of Architecture and Landscape Architecture and model <br />designs for wetland and upland areas will be applicable to the watershed as well as the Phalen Small <br />Area Demonstration Project. <br />V. IMPLEMENTATION OF THE PLAN <br />Long -term monitoring and evaluation components will be included in the watershed management <br />plan, to determine the extent to which project objectives are met. <br />The Ramsey -Metro Watershed District will insure the continuation and use of the results of this <br />project. If successful, the data, vision, and recommendations of the plan will be incorporated into <br />the Watershed's Management Plan, local community Water Management Plans, local land use plans, <br />and into the ongoing resource management activities of all partners in the watershed. <br />
