If the costs end up <br />being less than $250,000, a revised assessment role would <br />be prepared prior to filing the assessments showing the <br />reduced amount. <br />I have also discussed with the City Engineer the time it <br />would take for him to prepare the plans and specifications <br />for this project. He has indicated to me that he could <br />have that work done by May 26, 1993. In discussing this <br />matter with the City Attorney, he has informed me that we <br />can have the City Engineer begin work on the plans and <br />specifications prior to ordering the improvement. After <br />the improvement hearing is conducted, we can authorize the <br />advertisement of bids. If we were to wait for the Engineer <br />to prepare the plans and specifications until after the <br />improvement hearing, valuable time will be lost which could <br />make a difference in the successful completion of this <br />project during this calendar year. It should be noted that <br />if for some reason the project does not proceed, the City <br />would be at risk for the costs incurred by the Engineer in <br />preparing the plans and specifications. However, given all <br />the work that has been done on this project to -date, I feel <br />that possibility is very remote. <br />Therefore, it is my recommendation that we call for the <br />improvement hearing and the assessment hearing to be held <br />on May 26, 1993. (This would be in conjunction with our <br />regular Council meeting of that date.) The resolutions <br />calling for each respective hearing will be included in the <br />additions to the agenda for Wednesday's meeting. <br />JRH:kpv <br />Page 37 <br />
