MINUTES OF THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br />November 2, 2006 <br />Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation Commission <br />of the City of Little Canada, Minnesota was held on the 2"d day of November, 2006 in the <br />Council Chambers of the City Center located at 515 Little Canada Road East in said City. <br />Chair Tony Mans called the meeting to order at 7:40 p.m. and the following members of the <br />Commission were present: <br />MEMBERS PRESENT: Mr. Tony Mans, Chair <br />Ms. Pam Davis, Vice-Chair <br />Ms. Linda Fahey <br />Mr. Jim Fleischhacker <br />Ms. Clara Neis <br />Mr. I~eviu Steinert (left at 8:40 p.m. due to fire call) <br />Ms. Ruth Steinwall <br />ALSO PRESENT: Mr. Jim Morelan, Parlcs & Recreation Director <br />Mr. Bill Sanders, Parks Consultant <br />Ms. Kris Pechman, Recording Secretary <br />~LCOME Mans welcomed new member Linda Fahey to the Commission acid thanked her for her <br />willingness to serve. <br />MINUTES Davis recommended that the minutes from tl¢e nieetu:g held ova September 7, 2006 be <br />approved as suGmitted. <br />Motion seconded by Steinwall. <br />Motion carried 7- 0. <br />COMMISSION Given there are so many new Commission members, Mans felt that it would be helpful <br />OVERVIEW if an overview of the Commission's responsibilities was discussed. The Director stated that the <br />Commission serves in an advisory capacity to the City Council. There are two advisory <br />commissions...the Plarming Commission and the Parks & Recreation Commission. These <br />commissions will make recommendations to the City Council, with the final decisions on <br />matters resting on the City Council. <br />One of the items that the Parks & Recreation Commission makes recommendations on is the <br />park charge for new developments. The Director encouraged Commission members to read the <br />park charge ordinance in its entirety on our web site at www.ci.little-Canada mn.us. The <br />Commission may recommend accepting land or cash for the park charge. Currently, the park <br />charge is $625/unit, or 5% of the value of the property, or 10% of the land. 1f land is accepted, <br />the land will be used for park purposes. If money is accepted, the money is solely used to <br />purchase land for future parks. The money is not used to enhance parks that are already in <br />existence. <br />Page 1 of4 <br />
