MINUTES <br />Parks & Recreation Commission <br />November 2, 2006 <br />The Commission will usually recommend accepting cash if the land does not fit into the city's <br />Park Master Plan. The City Council always makes the final decision on park charges. <br />Mans asked when a recommendation on park charges is needed for new plats. The Director <br />stated that a park charge recommendation is needed before final plat approval. The <br />recommendation can come after the preliminary plat has been approved by the Council. <br />Sanders gave a brief history of Little Canada's parks and trail systems. He also talked briefly <br />about the Park Master 'Plan acid the fact that we are in the middle of updating it. He gave new <br />members a copy ofthe revised pages and asked them to submit their comments on it. <br />CANADIAN The Director stated that the Canadian Woods preliminary plat has not been approved by the <br />WOODS Council yet. He indicated that the owner ofthe property, Pat Johnson, is interested in giving <br />the City his outlot as his park charge that could be used to develop a future trail. Johnson's <br />property is around ten acres in size, much of which is wetland. He will be developing the <br />property in order to build six single family dwellings. <br />The Director stated that the outlot is currently landlocked so access would need to be obtained. <br />He indicated that the location would be a nice area if adequate access could be acquired. <br />Johnson has indicated that an easement will be granted from his cul-de-sac to the outlot. <br />However, a boardwalk would need to be built to cross the wetland. The Director felt that access <br />to the north would be very importairt. however, the property owners to the north have not <br />indicated a willingness do grant that access. Their property is very secluded and they may not <br />want to provide the needed access. Access could come from the Sculley property to the south. <br />The property is currently for sale, but has not been sold yet to a developer. The Director stated <br />that as properfies in the area are developed, the City could acquire additional land to make a trail <br />system work. <br />Mans asked how much of a strain maintenance of the area would be to the City's budget. The <br />Director stated that maintenance costs would vary depending on the amenities that would be <br />added. However, he did not envision anything but a natural, wildlife trail system through this <br />property. In that case, maintenance costs would be minimal. Sanders felt this would be an <br />affordable type of use. <br />RICHIE The Director stated that the Richie Place development is in the very early stages of approval. <br />PLACE He debated even adding this item to the agenda since it is very likely to change. This property <br />is located on LaBore Road east of Arcade Street where the road curves. Currently, the planned <br />cul-de-sac is longer than our ordinance will allow and there are way too many homes in the plat. <br />There was some confusion on the part of the developer as to just how much land is available to <br />develop. This item will appear on the Planning Commission's agenda next week. However, <br />more than likely, it will not meet approval and may even get tabled. <br />SKATEBOARD The Director stated that he would like to rekindle discussion on the addition of a possible <br />v 4RK skateboard park. He stated that he did approach the Little Canada Recreation Association <br />(LCRA) on possible funding assistance. The LCRA was very receptive to the idea and would <br />like to see a plait. The Director felt that there is high demand for this type of project. He <br />indicated that a concrete base would definitely be needed. Project costs are estimated at <br />Page 2 of 4 <br />
