Hanson <br />On Thursday, March 4, 1993, the following individuals met <br />to prioritize the expenditure of our 10% gambling - capital <br />improvement program monies: <br />Jim LaVaile <br />Gene DeLonais <br />Jean Donovan <br />Dick Boss <br />Dave Harris <br />Bob Pedersen <br />Robert Menge <br />Jacque Strohbeen <br />Jim Morelan <br />Joel Hanson <br />We began by reviewing the attached listing showing <br />requested expenditures totaling $238,114. It should be <br />noted that Canadian Days made three requests the morning of <br />that meeting which were not ranked at this time given the <br />unknown amount of expenditures and some uncertainty as to <br />justification. <br />Utilizing the attached list, requests were further <br />explained and philosophies regarding distribution were <br />discussed that yielded the 13 items which were ranked in <br />order of importance. It should be noted that considerable <br />discussion took place regarding whether expenditures should <br />be made for one time items that may not otherwise be funded <br />by the City verses utilizing the money to reduce <br />expenditures of an on -going nature thereby impacting fund <br />balances and potentially our tax rate. The consensus of <br />those present favored the approach whereby items that may <br />not normally be funded as part of the normal budgetary <br />process should be given higher consideration. Items deemed <br />to be on -going in nature that should be provided by the <br />City irrespective of the availability of gambling funds <br />were removed from consideration. This criteria tracks with <br />past City statements about awarding dependence on <br />Page 46 <br />
