Hanson <br />As you may recall, water rates associated with our purchase <br />of water from the City of St. Paul are increasing 19% in <br />1993. We have budgeted approximately $490,000 for the <br />purchase of water during this calendar year. Based on this <br />cost, I feel it is appropriate for us to consider other <br />alternatives which could result in a lower cost for the <br />supply of water to our consumers. Ideally, we would like <br />to provide comparable quality water at a much reduced cost. <br />To that end, I had our Engineers do some initial evaluation <br />of this matter. Based on some rough figures, it appears <br />that further analysis is warranted. Therefore, I have <br />asked them to submit the attached proposal whereby we can <br />be furnished with more detailed information upon which <br />additional analyses can be made. <br />The criteria we want the Engineers to consider in this <br />proposal are as follows: <br />* Immediate construction of two wells with the <br />addition of a third well at a later date to <br />provide us with needed supply capabilities. <br />* Water treatment that would provide softened water <br />comparable to what we now received from the City <br />of St. Paul. <br />* Water treatment to remove only iron and maganize, <br />but not soften the water. The quality of this <br />water will exceed that provided by many <br />Metropolitan cities, but would not be softened as <br />St. Paul water presently is. We would then have <br />to consider whether the net savings for this <br />Page 54 <br />
