Hanson <br />MEMORANDUM <br />TO: Mayor Hanson and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: March 5, 1993 <br />RE: Parks and Recreation Director - One Year Evaluation <br />I am in the process of finalizing my evaluation regarding <br />Jim Morelan's performance as Parks and Recreation Director <br />relative to his first year in a full -time capacity. As a <br />part of this process, I will have a recommendation <br />regarding goal attainment and salary adjustments pursuant <br />to the responsibilities assigned me in the resolution <br />hiring Mr. Morelan adopted last year. <br />Due to the fact that I am anticipating some questions <br />regarding my recommendation and based on the past practice <br />of not conducting reviews in a regular Council meeting, I <br />am hereby requesting a workshop to be held at your <br />convenience prior to the next Council meeting scheduled for <br />March 24, 1993. I feel this format provides more <br />opportunity for discussion without taking up an inordinant <br />amount of time at a regular meeting. This discussion can <br />then serve as the basis for final action at the meeting on <br />March 24. <br />As a point of interest, Minnesota Statutes Chapter 471.705, <br />Subdivision ld. (3) (d) provides that "A public body may <br />close a meeting to evaluate the performance of an <br />individual who is subject to its authority. The public <br />body shall identify the individual to be evaluated prior to <br />closing a meeting. At its next open meeting, the public <br />body shall summarize the conclusions regarding the <br />evaluation. A meeting must be open at the request of the <br />individual who is the subject of the meeting."
