MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 11, 1993 <br />Drabik felt that if slats are allowed, the colors <br />allowed should be limited. <br />Keis disagreed. <br />The Planner felt there should be a distinction between <br />fencing for security and fencing for screening. <br />Screening is an attempt to provide a buffer between <br />incompatible land uses or along a public thoroughfare. <br />The Planner stated that most communities look for <br />screening that is more aesthetically pleasing than a <br />slatted chain -link fence. The Planner suggested that <br />the addition of some landscaping along the fencing <br />might achieve that goal. Landscape plantings break up <br />the massing of the fencing. <br />DeLonais pointed out that some of the Ryan Industrial <br />Park properties do not have backyards for storage of <br />equipment because of the location of the power line. <br />Drabik pointed out that there is Industrial property <br />along Centerville Road, and asked what effect allowing <br />chain -link would have in that area. <br />It was pointed out that the City has two industrial <br />zoning districts, the I -P District and the I -1 <br />District. The Planner pointed out the location of the <br />City's I -1 properties. The Planner pointed out that <br />higher performance standards are required in the I -P <br />District. The Commission did not feel that chain -link <br />should be allowed for screening in the I -P District. <br />DeLonais suggested that the Commission give this issue <br />some further thought, and that the Community Pride <br />Committee would continue their discussions. <br />Garske stated that he would support an ordinance <br />amendment, similar to what Maplewood has, allowing <br />chain -link for screening. <br />Drabik again indicated that she would prefer to see <br />uniformity of color of slats if chain -link is allowed. <br />Again, Keis disagreed with requiring uniformity of slat <br />color. <br />Schletty stated that he had mixed feelings on the <br />issue, and did not know that the City would have the <br />right to dictate the color of slats. <br />DeLonais indicated that he would bring the <br />Commissioner's comments back to the Community Pride <br />Group. <br />Page 5 <br />Page 7 <br />
