MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 11, 1993 <br />FENCE DeLonais reported that the Community Pride Group has <br />ORDINANCE - been discussing screening requirements for outdoor <br />SCREENING storage in Ryan Industrial Park, and the possibility of <br />allowing chain -link fence for screening. DeLonais <br />noted that the properties along Ryan Drive in the Park <br />have no backyards since they abut the powerline. Many <br />of these businesses have equipment stored on their <br />sites, and the Community Pride Group has been <br />discussing screening. <br />Keis asked if the existing storage would be <br />grandfathered in if the City changed its screening <br />requirements. <br />The Planner replied that generally the outdoor storage <br />would be grandfathered in unless the amendment included <br />an enforcement date. Typically, however, the City <br />would not attempt to bring a site into conformance <br />until the property owner can in with an application for <br />site modification of some kind. <br />DeLonais pointed out that the City's current fence <br />ordinance does not allow chain -link fencing as a <br />screening material. <br />Garske questioned chain -link as a screening material <br />since after a year or two its condition would be <br />deteriorated. <br />Schletty felt that this was true of any fencing after <br />it has been banged up by equipment. <br />DeLonais agreed, pointing out that he has a wooden <br />fence screening his property and a good deal of that <br />fence is leaning against his trees. <br />Garske stated that he had no problem with chain -link <br />for screening in an industrial area, but was not in <br />favor of it if there was abutting residential property. <br />Drabik stated that she did not like the slats that are <br />put in chain -link. <br />DeLonais indicated that slats are of better quality <br />than they were a few years ago. <br />Garske felt that slats had a terrible appearance, but <br />did not care if they were located in strictly an <br />industrial area. <br />DeLonais stated that his concern was with Ryan <br />Industrial Park, and felt that there would be no <br />conformity to wooden fencing. <br />Page 4 <br />Page 6 <br />
