Lighting. It has not been indicated whether any additional <br />exterior lighting is to be provided as part of the garden center <br />use (beyond existing parking lot illumination). If any such <br />lighting is to be provided, the location should be identified upon <br />the site plan. Per the Ordinance, any lighting used to illuminate <br />off - street parking, sign or structure must be directed to deflect <br />light away from adjacent residential uses or public streets. <br />Building Height. While the proposed greenhouse is not expected to <br />exceed the maximum B -3 height requirement of three stories or 36 <br />feet, its height should be specified by the applicant. <br />CONCLUSION <br />Based on the preceding review, our office recommends approval of <br />the requested conditional use permit subject to the following <br />conditions: <br />1. The garden center structure is shifted to comply with the <br />required 40 foot front yard setback. <br />2. Twenty -four foot wide drive aisles are maintained within the <br />subject parking lot (may result in loss of off - street parking <br />spaces). <br />3. The proposed use is allowed to exist from 1 April to 1 July. <br />Any change from this requirement will require a conditional <br />use permit amendment. <br />4. In the "off season" (July through March), the greenhouse is <br />removed from the subject site. <br />5. If any signs are to be erected in conjunction with garden <br />center construction, a detailed signage plan is submitted and <br />approved by the City. <br />6. Any proposed exterior lighting locations are specified on the <br />site plan. All such lighting must be directed to deflect <br />light away from adjacent residential uses or public streets. <br />7.
