Site Circulation. As shown on the submitted site plan, the <br />proposed garden center is to be located in the northwest corner of <br />the Market Place Mall parking lot (adjacent to Rainbow Foods). The <br />proposed structure will result in the elimination of three off - <br />street parking stalls. In addition, the structure location will <br />result in the narrowing of adjacent drive aisles. To ensure <br />efficient site circulation, it is recommended that a full 24 foot <br />wide drive aisle be maintained within the Mall parking lot (garden <br />center construction would result in loss of ± 8 row end stalls). <br />Off - Street Parking. It is anticipated that the proposed use will <br />generate an additional off - street parking demand upon the subject <br />site. <br />Utilizing an off - street parking ratio of one space for each 200 <br />square feet of floor area, an off - street parking supply of nine <br />stalls is required of the proposed use. Considering that a total <br />of 12 off - street parking stalls will likely be temporarily <br />displaced via the garden center construction, it must be determined <br />that the Market Place Mall has an excessive parking supply within <br />an excess of 21 stalls. Because the adjacent shopping center has <br />demonstrated a significant excess in off - street parking supply, the <br />excess demand resulting from the garden center may be effectively <br />accommodated. <br />Visibility Triangle. As shown on the submitted site plan, the <br />proposed garden center will lie at the intersection of two <br />vehicular circulation routes (Rice Street, Mali service drive). <br />According to the Zoning Ordinance, structures upon "corner lots" <br />must maintain a 30 foot traffic visibility triangle to ensure area <br />safety. Review of the site plan reveals that this visibility <br />requirement has been maintained. <br />Duration of Use. The applicant anticipates the selling season for <br />the garden center to be from April 17 through June 27. In the off- <br />season, the applicant intends to remove the greenhouse from the <br />premises and store it off -site. Because the proposed use is <br />temporary in nature, it is considered appropriate to regulate the <br />duration of the proposed use. In this regard, it is recommended <br />that the conditional use permit stipulate that the use may exist on <br />site only between 1 April and 1 July. If the applicant wishes to <br />extend /expand this period, an amendment to the conditional use <br />permit would be necessary. <br />Trash. The applicant has indicated all waste materials are to be <br />removed from the subject site and that no trash handling areas are <br />to exist outside the garden center. <br />Signs. If any signage is to be erected in conjunction with the <br />proposed use, a sign plan detailing the location, type, and size of <br />all signs must be submitted and approved by the City. <br />Page 27 <br />
