MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1993 <br />Garske pointed out that the developer has the ability <br />to limit the access drives onto Vadnais Blvd. with a <br />single - family home development as easily as with a <br />twin -home development. <br />Pratt pointed out that a private drive system is being <br />proposed which is easier to manage with a homeowners' <br />association. <br />Garske asked the density that would be allowed under an <br />R -1 development. <br />The City Planner reported that the Ordinance allows <br />about 2 units per acre. There are 16 acres involved, <br />therefore, Mr. Pratt is proposing less units than would <br />be allowed if the site were developed as single- family. <br />Carson asked if there was lake access proposed as well <br />as asked the size of the lake. <br />Pratt replied that he is proposing one dock to serve <br />all 26 units, however, number of boat slips on the dock <br />has not been determined. It was pointed out that the <br />lake is 34 acres in size. <br />Howard Remerowski, 253 Twin Lake Trail, agreed that the <br />intersection of Twin Lake Blvd. and Vadnais Blvd. is a <br />dangerous spot with heavy traffic. Remerowski asked <br />why Pratt Homes was not proposing a single - family <br />development. Remerowski asked if townhomes were more <br />saleable or required less development effort. <br />Remerowski asked if his property values would decrease <br />because of a townhome development. Remerowski reported <br />that in the 8 or 9 years he has lived on Twin Lake, <br />water quality has decreased. More development will <br />further deteriorate the lake, and Remerowski felt that <br />the lake could not handle any more boat traffic than <br />there is on it right now. Remerowski stated that he <br />had no problem with a single - family home development <br />across the lake, but did have a problem with townhomes. <br />Remerowski felt that a townhome development would have <br />more impact on the lake than a single - family home <br />development. Remerowski asked if public lake access <br />would be allowed. <br />Pratt replied that Pratt Homes is aware of the traffic <br />situation at the intersection and are concerned for <br />safety, that is why they are proposing to minimize the <br />points of entry on Vadnais Blvd. Pratt again pointed <br />out that the townhomes would have values over $200,000 <br />or $250,000, therefore, he did not believe the townhome <br />development would decrease property values. <br />Page 6 <br />
