MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1993 <br />Pratt reported that it was their intention to leave the <br />site as natural as possible. <br />Hamel reported that when the south end of the lake was <br />developed, there was a 150 foot setback requirement. A <br />variance was granted so that the property would be <br />developable. Hamel reported that Twin Lake is a <br />sink -hole with pollutants that collect and no creek or <br />other means of cleaning it out. <br />Herb Sievert, 237 Twin Lake Trail, reported that he <br />just moved into his home. Sievert felt the townhome <br />proposal was an interesting one, but felt it was an <br />over - utilization of the property. Sievert indicated <br />that if he knew a rezoning was being proposed for the <br />north side of the lake, he would not have purchased his <br />property. Sievert felt that a townhome development <br />would cause property values to go down. <br />Stan Martin reported that he owns the property <br />bordering on Vadnais Heights, and reported that there <br />is a drainage tile running from the end of the Twin <br />Lake Trail cul -de -sac into the lake. Martin also <br />pointed out that a year or two ago the City of Vadnais <br />Heights was proposing a public beach on Twin Lake. <br />Pratt replied that they have no plans for a public <br />beach whatsoever. Pratt pointed out that there is a <br />low area of the Mitchell property over which the St. <br />Paul Water Department has an easement in the event of a <br />100 -year event. That low area would remain as it is. <br />Pratt was asked his plans for the portion of the <br />Mitchell property located in Vadnais Heights. <br />Pratt replied that they are proposing a 60 -lot <br />single - family home development. Plans are to work with <br />the existing zoning in Vadnais Heights, and to not <br />utilize the maximum density that would be allowed. <br />Concepts for this proposal have not been finalized in <br />the City of Vadnais Heights. <br />Remerowski asked if Vadnais Heights had a moratorium on <br />zoning changes from R -1 to R -2. Remerowski again <br />stated that he saw no reason to rezone the property <br />from R -1 to R -2. <br />Stan Martin indicated that the townhome intention might <br />be good, but five years from now who knows how the <br />association government is working, and the property may <br />turn into rental property. Martin pointed out that <br />single - family homes are less likely to turn into rental <br />property. <br />Page 10 <br />
