MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1993 <br />Ryerson felt there needed to be good reasons to rezone <br />a property, and felt that public policy should be to <br />retain zoning since property owners buy and improve <br />property based on surrounding zoning. Ryerson pointed <br />out the reason given by Pratt to minimize access points <br />onto Vadnais Blvd. Ryerson indicated that Pratt can do <br />this with a single - family home development as well. <br />There is also no reason why trees cannot be preserved <br />with a single - family home development, and Pratt <br />indicated a market demand for both townhome and <br />single - family development. Ryerson reported that <br />property owners buy their property in reliance of <br />existing zoning, and that zoning should not be changed <br />without good reason. <br />Cheryl Summer, 285 Twin Lake Trail, pointed out that <br />with 26 townhomes, there will be 26 snowmobiles (some <br />people have two), and potentially 26 additional boats <br />on the lake. Summer felt that much additional usage of <br />the lake will have an adverse effect on it. Summer <br />also reported that the long -term neighbors are <br />interested in preserving the lake to the best it can be <br />preserved, and she did not believe that townhome <br />residents would have this same interest. <br />Aleks Klidzejs felt that single - family homeowners with <br />lakeshore would take more pride in their property and <br />better care of the lake than a property owner without <br />lakeshore. <br />DeLonais suggested that perhaps no one should be able <br />to use the lake so it can be preserved. <br />Remerowski pointed out that there are already property <br />owners on the lake, and these property owners are <br />trying to help the lake. Remerowski reported that as a <br />property owner on the lake he knows what is happening <br />with the lake and the fact that the property owners are <br />treating the lake extremely well. The process of <br />declining water quality is simply a matter of time over <br />which the property owners have no control. The DNR has <br />abandoned the lake, and the property owners are trying <br />to protect it to the best of their ability. <br />One of the property owners indicated that it would be <br />much better to have 19 single - family homes controlling <br />access to the lake, than to have a marina situation <br />with the townhomes and no one to control people coming <br />in and out. <br />The City Planner pointed out that the DNR prohibits <br />non - property owner access to the lake. <br />Page 11 <br />
