The street <br />surface has deteriorated considerably since it was first evaluated in 1991. <br />At the public hearing held in November of 1991, we indicated that if the street was not attended to <br />soon, the patch and overlay option would not he a viable option. Due to the degradation of the <br />roadway surface, we are evaluating a reclamation project in lieu of a patch and overlay approach. <br />In reclaiming a road surface, the existing bituminous material is grinded in place and utilized as <br />aggregate base material. A new bituminous surface is then installed over the new formed aggregate <br />base once grading and re-compaction of the road base material is completed. <br />The advantages of a reclamation project over a patch and overlay project include an improved ability <br />to construct street grades that allow for drainage from the road surface. Also, an entirely new road <br />surface is installed under the reclamation project option. One disadvantage might he that the overall <br />elevation of the roadway is higher as roadway material is added but not removed from the street <br />right of way. We feel that a reclamation project can he completed within the 5250,000 total project <br />cost budget.
