PALM <br />In order to deal with the issues involved in the conditional use <br />permit as efficiently as was indicated in the last counsel meeting, <br />we would like to address the two or three issues which appear to be <br />under discussion. <br />The site plan, including elevations and drainage patterns, was <br />prepared for us by Carley - Torgersen, Inc. and submitted to the City <br />and its engineers. <br />The other matter is the question of access to and from both Little <br />Canada Road and Centerville Road. I spoke with Dan Soler of Ramsey <br />County approximately two weeks ago as did the Chairman of the <br />Planning Board and the Mayor. Mr. Soler indicated to me that he <br />would be happy to speak with any other individuals who are <br />interested in the County's position with regard to these accesses. <br />From my conversation with Mr. Soler, I believe that two statements <br />in Mr. Harris' memorandum of May 7, 1993 are taken out of context. <br />First, Mr. Soler stated that from a theoretical point of view, it <br />would be better if there were no curb cut between Centerville Road <br />and the entrance ramp to 35E. He did not, however, recommend that <br />the curb cut be removed. <br />Mr. Soler did comment that there seemed to be a disproportionate <br />amount of concern given the traffic volume generated by this type <br />of business. <br />The motion passed by the Planning Board at its meeting on May 13, <br />1993, contained a recommendation that the access to Little Canada <br />Road be limited to a right turn -in, right turn -out traffic pattern <br />with the matter of that access and curb cut to be reviewed in one <br />year if there are any problems with the traffic flow. <br />Page 1 <br />
