Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
MEMORANDUM
TO: Viking Drive Property Owners
FROM: Joel R. Hanson, City Administrator
DATE: April 23, 1993
RE: Water Main Project
At the council meeting of April 14, 1993, I was directed to
prepare a form which would determine your interest in proceeding
with the Viking Drive water main project. That form is
enclosed. You will note that it deals with three distinct
areas. Those areas are as follows:
* Your interest in participating in the water main
project at an estimated assessment of $8,742.25.
* Your willingness to execute a "Waiver of Right to
Appeal Special Assessments ", which will ensure that you
are willing to pay the estimated amount of assessment
as previously described.
* Your willingness to deed the necessary easements to
allow the construction of this water main project. As
you know, the water main needs to be located outside of
the street right -of -way due to the existance of the
Williams Pipeline and the existing sanitary sewer
line. This means that the water main would be located
on your property between the street and your house.
(See project layout plan enclosed.)
The cities participation is twenty percent (20 %) of the project
cost, plus full payment for the first two hundred feet (200') of
water main as it is extended north of County Road B2 along
Edgerton. The reason the city is paying for that first two
hundred feet of water main is that it will have benefit to the
entire water system at the point in time water main is extended
west of Edgerton along that stretch of Viking Drive. The twenty
percent participation rate comes from past city policy utilized
up until the mid 1980's. When you combine these two factors,
the city is participating at the rate of twenty -seven and a half
percent (27 1/2%) and the eight affected property owners
Page 7
