Applying these rates to the estimated <br />improvement cost of $96,500 for an eight inch water main <br />results in the estimated assessment of $8,742.25 per lot. <br />It should be understood that the city council will be <br />requiring that all eight property owners state their <br />interest in favor of the project and their willingness to <br />execute Waivers of Right to Appeal Special Assessments and <br />the necessary easements. It is necessary to have unanimous <br />participation in all areas in order to make this project <br />feasible given the high cost associated with it. <br />Another point you may want to consider is that the figures <br />being utilized in our discussions to date are based on <br />engineer's estimates. We would hope that actual costs will <br />be lower than the amount stated. Due to the fact that the <br />city has recently bid a major construction project, we have <br />been able to apply those bid prices to this project. Under <br />that basis, we would assume that the actual assessment to <br />you would be approximately five percent lower. This would <br />translate into your $8,742.25 assessment being reduced to <br />approximately $8,300. Please keep in mind that because we <br />are dealing with estimates, we prefer to be on the high <br />side until actual costs are known. <br />Some additional information which is enclosed includes the <br />minutes from the April 14, 1993 council meeting relating to <br />this issue. These are being included to assist you in <br />understanding the factors that have led to the conditions <br />which exist today. We have also enclosed a sample <br />assessment calculation sheet which would indicate your <br />yearly payments should you choose to have this amount <br />placed on your taxes for the next ten year period. <br />We would ask that you complete this form and return it to <br />us no later than twelve- o'clock noon on Wednesday, April <br />28, 1993. We will then compile the results of your answers <br />and present them to the city council for their review at <br />that evening's council meeting. As you know, you are <br />welcome to attend that meeting as it will be the <br />continuation of the Viking Drive Water Main Improvement <br />Hearing.
