MINUTES <br />PLANNING COMMISSION <br />APRIL 8, 1993 <br />currently has two lots which face east and west, and he <br />would like the property divided so that it faces north <br />and south. There is also a 30 -foot strip of property <br />adjacent that Wright reported he is purchasing from the <br />County, that will need to be combined with his property <br />so he can get two lots fronting on Costa Lane. Wright <br />anticipated that he will complete the transaction with <br />Ramsey County for the 30 -foot strip of land by the end <br />of the year. <br />Keis noted the letter from Milan Moravetz opposing the <br />use of the 30 -foot strip for construction traffic <br />access via Allen Avenue. <br />Larry Hartmann reported that he has sold his home and <br />wishes to purchase one of Mr. Wright's lots so that he <br />can construct a new home. Hartmann reported that he is <br />aware of Mr. Moravetz's position on construction <br />traffic, and he has discussed construction traffic <br />access via Costa Lane with Frank Frattalone, who is the <br />contractor for Costa Lane. Frattalone is agreeable to <br />allowing the access provided there are no load problems <br />on the new street during construction. Hartmann also <br />pointed out that the existing pavement for Costa Lane <br />reaches the Wright property. Construction traffic <br />could use the existing street and drive over the curb <br />to get to the lot. <br />Keis asked if the City could restrict construction <br />traffic from the 30 -foot easement. <br />The City Planner replied that the City has the <br />authority to make this restriction via the building <br />permit. <br />Schletty asked the status of ownership of the 30 foot <br />strip. <br />The City Planner replied that it is his understanding <br />that the property is in the possession of the County at <br />this point, and recommended that building permits not <br />be issued on the second lot until the acquisition of <br />the property by Mr. Wright has been completed. <br />Wright reported that before a property can be sold, the <br />County requires that property taxes are paid. <br />Therefore, the City does not need to worry about <br />restricting permits for the lots, since any outstanding <br />balances would have to be paid prior to sale. <br />The City Planner noted that once the City approves the <br />property division and the County records it, the lots <br />become lots of record.
