MINUTES City Council July 13, 1988 Boosalis RESOLUTION NO. 88 -7 -269 - INSTRUCTING THE Rezoning CITY ATTORNEY TO DRAFT A ZONING ORDINANCE Request AMENDMENT REFLECTING THE COUNCIL'S INTENT (Cont.) TO REZONE THE PROPERTY IN QUESTION FROM B -3 TO R -1 AS REQUESTED BY MR. SHERMAN BOOSALIS, THIS AMEND- MENT TO BE INCLUDED AND FINALIZED ALONG WITH THE PUD AGREEMENT FOR THE BOOSALIS DEVELOPMENT PROPOSAL The foregoing resolution was duly seconded by Mr. Fahey. Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. Nays (0). Resolution declared adopted. This resolution appears in Resolution Book No. 20, Pages 273 and 274. Country Fahey reported that at the last Council meeting the Council authorized Drive the City Attorney to prepare an ordinance placing a 6 -month development Relocation moratorium on the Country Drive area to give the Council and Economic Development Committee time to study the possibilities of rezoning the Agenda area to IP District to attract higher quality development and to study Item No. 6 the relocation of Country Drive to give properties in the area better freeway visibility. Fahey noted that IP District would preclude steel buildings as is being proposed by John Larsen of Bwana Archery. Fahey commented that if there are good soils in the Country Drive area that will support higher quality buildings, it was his feeling that the area should be rezoned to IP District similar to what the Council did in the Centerville Road area. Fahey noted the poorer soils in the area of Ryan Industrial Park which could not support heavy buildings. Jim Burton, Best Auto, reported that his property had poor soils and pylings would have been necessary to support other than a steel building. John Larsen disagreed with the Council that a steel building cannot be an attractive building. Larsen pointed out that there are poor soils in the area as well as a high water table which would require pylings for a heavy building. Larsen asked what the Council expected to gain by rezoning the property. Larsen felt a rezoning would make the property too expensive to develop. Blesener replied that the Council would like to determine soil conditions in the area as part of the criteria to be considered in whether or not to rezone the area. Fahey agreed that the Council may determine that due to soil conditions steel buildings are appropriate. Fahey reported that the City Engineer and City Planner will be directed Page -4- Page 53
