MINUTES <br />City Council <br />July 13, 1988 <br />Boosalis RESOLUTION NO. 88 -7 -269 - INSTRUCTING THE <br />Rezoning CITY ATTORNEY TO DRAFT A ZONING ORDINANCE <br />Request AMENDMENT REFLECTING THE COUNCIL'S INTENT <br />(Cont.) TO REZONE THE PROPERTY IN QUESTION FROM B -3 TO R -1 <br />AS REQUESTED BY MR. SHERMAN BOOSALIS, THIS AMEND- <br />MENT TO BE INCLUDED AND FINALIZED ALONG WITH THE <br />PUD AGREEMENT FOR THE BOOSALIS DEVELOPMENT <br />PROPOSAL <br />The foregoing resolution was duly seconded by Mr. Fahey. <br />Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />This resolution appears in Resolution Book No. 20, Pages 273 and 274. <br />Country Fahey reported that at the last Council meeting the Council authorized <br />Drive the City Attorney to prepare an ordinance placing a 6 -month development <br />Relocation moratorium on the Country Drive area to give the Council and Economic <br />Development Committee time to study the possibilities of rezoning the <br />Agenda area to IP District to attract higher quality development and to study <br />Item No. 6 the relocation of Country Drive to give properties in the area better <br />freeway visibility. <br />Fahey noted that IP District would preclude steel buildings as is being <br />proposed by John Larsen of Bwana Archery. Fahey commented that if there <br />are good soils in the Country Drive area that will support higher quality <br />buildings, it was his feeling that the area should be rezoned to IP District <br />similar to what the Council did in the Centerville Road area. Fahey noted <br />the poorer soils in the area of Ryan Industrial Park which could not support <br />heavy buildings. <br />Jim Burton, Best Auto, reported that his property had poor soils and <br />pylings would have been necessary to support other than a steel building. <br />John Larsen disagreed with the Council that a steel building cannot be <br />an attractive building. Larsen pointed out that there are poor soils <br />in the area as well as a high water table which would require pylings <br />for a heavy building. Larsen asked what the Council expected to gain <br />by rezoning the property. Larsen felt a rezoning would make the property <br />too expensive to develop. <br />Blesener replied that the Council would like to determine soil conditions <br />in the area as part of the criteria to be considered in whether or not to <br />rezone the area. <br />Fahey agreed that the Council may determine that due to soil conditions <br />steel buildings are appropriate. <br />Fahey reported that the City Engineer and City Planner will be directed <br />Page -4- Page 53 <br />
