Mr. Doug Peterson
May 21, 1993
Page 2
Also included in the report was a reference you had made to
a "speed bump" that previously existed on Payne Avenue. In
a point of clarification, the "speed bump" in question was
actually a buckle in the asphalt and was repaired by the
City with the road improvement project.
Based on the results of this information, a three -way stop
sign does not appear warranted at this intersection. It
should be noted that while stop signs can slow traffic,
they can also create hazardous conditions whereby drivers
who do not feel that placement is appropriate will start to
ignore them. The potential for accidents can then be
increased rather than decreased.
While I am sure there are vehicles operating in an
inappropriate manner along these streets, it does not sound
as if the condition exists which is beyond the norm of
other streets within our City or other cities for that
matter. My opinion is based on the observations of our
traffic deputy as well as the lack of complaints from other
residents of the area. As a result, I am not proposing any
further action regarding this matter.
Thank you for taking the time to express your concern to
me. Should you have further comments or questions
regarding the results of our analysis, please feel free to
give me a call at 484 -2177.
Sincerely,
JRH:kpv
R.
