Hanson <br />Pursuant to your telephone call of April 5, 1993, the <br />Ramsey County Sheriff's Department did a detailed analysis <br />relating to the concerns you expressed. The analysis <br />included a meeting with you at the area in question, <br />discussions with our Public Works Superintendent, and <br />monitoring by an un- marked squad car from 3:45 p.m. to <br />6:00 p.m. on April 12, 1993. <br />Based on the un- marked traffic car's observations, the <br />following information was obtained: <br />* North and south bound Payne Avenue traffic totaled <br />28 vehicles during the time period in question. <br />* The highest speed recorded was 34 m.p.h. <br />* Seventeen of the 28 vehicles turned into driveways <br />on Payne Avenue. <br />* Eleven of the vehicles used Payne and Allen <br />intersections. <br />* Eight of the previously mentioned vehicles were <br />west bound and almost all were slowed to a <br />complete stop before turning. <br />* None of the vehicles observed were operating in a <br />careless manner. <br />* The traffic officer was positive that he was not <br />observed by any of these vehicles in a manner <br />which would have impacted these results. <br />Page 102 <br />
