9W cl
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: July 23, 1993
RE: Infrastructure Capital Improvement Plan
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
As we start to address infrastructure needs on a more
proactive basis, information from the City Engineer is
vital to this process from a budgetary standpoint. To that
end, I would like the authority for the City Engineer to
assist staff in the preparation of five -year plans relative
to street and water main improvements. (Please keep in
mind that street improvements would contemplate the
necessary drainage facilities as well as any rehabilitation
needed to existing water and /or sewer lines.)
Preliminary work on a street program has already
commenced. However, we will need to finalize our
information in order that it can be built into a five -year
budgetary program.
From a water main standpoint, I believe we will need to
address the issues associated with the remaining un- watered
areas of the City. Specifically, Keller Parkway will be
scheduled for rehabilitation by Ramsey County in either
1994 or 1995. Given that fact, the installation of water
main should be evaluated prior to that process in order to
minimize project costs associated with restoration of the
roadway area. Another example is that water main extension
previously considered for Viking Drive east of Edgerton
Street. I believe we need to have more accurate cost
estimates of these types of projects in order that we can
prepare a policy to properly address this situation as well
as budget for any planned improvements. Therefore, I would
like the authority for the City Engineer to prepare a
feasibility study for the construction of water main along
Keller Parkway as well as Lakeside Court in order that we
can plan for this improvement.
Pag& t 15
