MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1993 <br />Ryerson reported that the neighbors would like to see <br />the entire concept and feel that a better decision can <br />be made if the entire development is reviewed. Ryerson <br />requested that the Planning Commission delay action on <br />the townhome concept until the entire development <br />proposal can be reviewed. <br />Garske, DeLonais, Drabik, and Carson did not feel the <br />development of the Vadnais Heights portion of the <br />Mitchell property would influence their decision on the <br />development of the Little Canada portion. <br />Schletty asked the minimum townhome price proposed. <br />Pratt reported that minimum starting prices will be <br />somewhere from $200,000 to $225,000. <br />Lowell Pratt reported that there is a shrinking market <br />for single - family home development and a growing one <br />for townhomes. <br />Carson pointed out that the City can control the price <br />of the townhomes by controlling the minimum square <br />footage. <br />Ryerson asked if demographics and marketability were <br />practical justifications for making a zoning change. <br />Lowell Pratt stated that the City has a responsibility <br />to provide for the needs of the community at large. <br />Schletty felt that the discussion has been good. <br />Schletty reported that he favored the townhome <br />development due to the controls that can be provided <br />through the homeowner's association. Schletty pointed <br />out that under a single - family home development more <br />vegetation would be removed, and there would be the <br />on -going removal of trees and vegetation by homeowners <br />to clear lawn toward the lake. Schletty felt that the <br />townhome owners would be a clientele with different <br />priorities who would be purchasing their homes mainly <br />for the view and would not provide as much intrusion on <br />the lake as a single - family homeowner. <br />Schletty recommended approval of the concept of <br />townhome development as presented by Mr. Len Pratt of <br />Pratt Homes for the Mitchell property on Twin Lake <br />subject to the recommendations of the City Planner as <br />contained in his report dated May 11, 1993. <br />Motion seconded by Carson. <br />Motion carried 7 - 0. <br />Page 10 <br />
