MINUTES <br />PLANNING COMMISSION <br />JULY 8, 1993 <br />experienced in this type of development and knows the <br />market. <br />Lowell Pratt reported that the townhome development <br />will serve the demographic needs of the area as well as <br />preserve a unique portion of the site. <br />Len Pratt reported that questions have come up as to <br />whether the townhome development will be rental <br />property, whether the development will become an <br />extension of the mobilehome court in the area, and <br />whether the housing will be subsidized. Pratt pointed <br />out that each townhome will be a substantial investment <br />running in excess of $200,000 and will be purchased by <br />people who are well positioned economically. <br />Garske asked if this type of development would make <br />sense on the Vadnais Heights property as well. <br />Pratt felt that a blend of townhomes and single - family <br />on the total Mitchell site would work. <br />Keis asked if the townhomes would be built on spec. <br />Pratt reported that a model would be constructed and <br />the townhomes custom -built as they are sold. Pratt <br />also pointed out that details such as exterior colors <br />and facades can be dictated by the City in order to <br />blend the development into the natural vegetation. <br />Pratt pointed out that townhomes are also landscaped <br />and maintained by profession lawn maintenance <br />companies, therefore, maintenance can be more <br />environmentally sensitive than a homeowner who is <br />pouring chemicals on their lawn. Pratt pointed out <br />that a townhome association is like a city within a <br />city and homeowners are more restricted than a typical <br />single - family community. <br />Ryerson reported that the neighbors would like to see <br />the concept for the entire Mitchell property, including <br />the Vadnais Heights portion. Ryerson pointed out that <br />R -1 development is being proposed in Vadnais Heights, <br />and the neighbors question why R -2 is proposed for <br />Little Canada. <br />Pratt reported that Pemtom, which is developing the <br />Vadnais Heights portion, feels that the concept for the <br />Vadnais Heights property needs to be presented to the <br />City of Vadnais Heights first before being made public. <br />Pratt did report, however, that the concept is for an <br />R -1 development of 63 lots with one or two cul -de -sacs. <br />Lots will be large and developed with executive -style <br />homes. <br />Page 9 <br />
