industrial sites. These standards include paved and striped <br />parking areas with curbing, landscaping, no storage in the parking <br />areas, other rear yard outdoor storage fully screened from view, <br />and well defined curb cut driveway access points. <br />The plan as submitted locates a total of 41 parking spaces to the <br />south of the two buildings owned by R & S. This total is <br />sufficient to handle the demand including the proposed 2,400 square <br />foot addition. Circulation is relatively undefined, however. Site <br />plans should be developed which illustrate all site circulation <br />details, including the curbing locations as required by Ordinance. <br />We have attached a sketch indicating an illustration of the plan <br />information requested. <br />The R & S building addition would encroach onto the NSP power <br />easement which splits the site east to west. The easterly building <br />already encroaches on this easement. The developer should be <br />required to submit written documentation from NSP that the <br />encroachment is acceptable to NSP. <br />The applicants have also expressed interest in City sanitary sewer <br />service to the area. This request must be addressed to the City as <br />an improvement petition, however, the capacity of the site's <br />private septic system may have an impact on the expansion <br />possibilities. <br />RECOMMENDATION <br />We believe that the R & S expansion presents possible benefits as <br />a PUD. The expansion is an opportunity to further encourage <br />general enhancement to site conditions in the area. We recommend <br />approval of the PUD amendment at concept stage. The concept <br />approval is contingent upon submission of complete site and <br />landscaping plans which include the detail and information <br />discussed in this report. <br />Development stage and final stage of the PUD can be addressed at <br />the subsequent meetings in July, pending submission of the required <br />plans. <br />pc: Kathy Glanzer <br />John Palacio <br />Dave Harris <br />Lewis Rustad <br />2 <br />Page 19 <br />
