ISSUES ANALYSIS <br />Submission Requirements. A proposal for a PUD amendment is <br />processed in the same fashion as a new application. Final stage <br />approval requires that a detailed site plan be submitted which <br />shows all proposed improvements to the property, including <br />landscaping, parking and site drainage. The applicant has <br />submitted the concept plan prepared by Northwest Associated <br />Consultants, with a number of annotations, however, has not <br />submitted a detailed site plan. The applicant has indicated that <br />such a plan is being prepared but has not yet been submitted. <br />The City must make a detecuiination as to whether or not the <br />submitted plan is sufficient for review and approval. This is a <br />policy matter for City officials. <br />Building Expansion. The applicant is proposing a 2,400 square feet <br />addition for a machine shop area and auto repair. The addition is <br />proposed for the rear of the existing building. The proposed use <br />is consistent with existing uses and does not pose any <br />compatibility concerns for the area. Furthermore, the building <br />addition does not affect any of the existing building setbacks. <br />Parking /Site Circulation. The plan submitted proposes a total of <br />39 parking spaces on site. This total is sufficient to handle <br />demand, including the proposed building addition. <br />Access to the parking area is proposed in four locations. Two one - <br />way accesses are proposed leading from Woodlynn Avenue into the <br />site. Two additional accesses from Sandberg Road are also <br />proposed. This arrangement provides adequate site access to the <br />building, parking and outdoor storage areas. <br />Easements. The R & S building addition would encroach onto the NSP <br />power easement which splits the site east to west. The easterly <br />building already encroaches on this easement. The applicant should <br />be required to submit written documentation from NSP that the <br />encroachment is acceptable to NSP. <br />Outdoor Storage. The applicant has identified an outdoor storage <br />area in the rear of the property. In compliance with City <br />requirements, the site plan proposes fencing around the perimeter <br />of the storage area as screening. Information should be provided <br />regarding the type and height of fencing to ensure appropriate <br />screening is provided in compliance with City ordinances. <br />Landscaping. The site plan identifies landscaped areas in the <br />front yard of the property as well as adjacent to the storage area, <br />however, no info.cuiation is provided as to the type and extent of <br />landscaping which will be provided.
