Attached for reference: <br />Exhibit A - Site Location <br />Exhibit B - Site Plan <br />Exhibit C - Building Plans <br />RECOMMENDATION <br />We believe that the R & S expansion presents possible benefits as <br />a PUD. The expansion is an opportunity to further encourage <br />general enhancement to site conditions in the area. However, the <br />applicant has not provided a detailed site plan which is typically <br />required for development stage and final stage approval. The City <br />must make a policy determinations to whether or not the submitted <br />site plan is acceptable for approval. <br />We believe a number of issues must be discussed to provide specific <br />direction to the applicant for site improvements. These include <br />fencing /screening, landscaping, site drainage and utilities. <br />Therefore, if the City determines that the submitted site plan is <br />acceptable, our office recommends approval subject to the following <br />conditions: <br />1. The proposed driveway and parking area must conform to City <br />design and dimension standards. <br />2. Written approval for easement encroachment should be provided <br />from NSP. <br />3. The type and height of proposed fencing on the site should be <br />determined. <br />4. A detailed landscape plan should be submitted which identifies <br />the type, location and size of proposed plant materials. <br />5. Drainage plans should be subject to review and approval of the <br />City Engineer. <br />6. If the applicant desires connection to City sanitary sewage, <br />an improvement petition should be submitted in conjunction <br />with the PUD amendment. <br />2 <br />Page 24 <br />
