The expansion is an opportunity to further encourage
general enhancement to site conditions in the area. However, the
applicant has not provided a detailed site plan which is typically
required for development stage and final stage approval. The City
must make a policy determinations to whether or not the submitted
site plan is acceptable for approval.
We believe a number of issues must be discussed to provide specific
direction to the applicant for site improvements. These include
fencing /screening, landscaping, site drainage and utilities.
Therefore, if the City determines that the submitted site plan is
acceptable, our office recommends approval subject to the following
conditions:
1. The proposed driveway and parking area must conform to City
design and dimension standards.
2. Written approval for easement encroachment should be provided
from NSP.
3. The type and height of proposed fencing on the site should be
determined.
4. A detailed landscape plan should be submitted which identifies
the type, location and size of proposed plant materials.
5. Drainage plans should be subject to review and approval of the
City Engineer.
6. If the applicant desires connection to City sanitary sewage,
an improvement petition should be submitted in conjunction
with the PUD amendment.
2
Page 24
