Olson <br />James F Engelhardt <br />Dear Mayor and City Council: <br />We have completed a preliminary review of the feasibility of extending sanitary sewer <br />service to the R & S Automotive site at 38 Woodlyn Avenue. The owner is considering the <br />expansion of his business on the site and has expressed an interest in the installation of City <br />sanitary sewer service to the area. <br />There are currently 17 acres of property without sanitary sewer service in the area bounded <br />by Soo Line Railroad to the west, the Burlington Northern Railroad to the north and the <br />St. Paul Water Utility to the east. The entire area is zoned light industrial. R & S <br />Automotive occupies 2.3 acres and currently discharges wastewater to a septic tank and <br />drainfield system. <br />The installation of a public improvement to serve the entire service area would require a <br />feasibility study. Three alternatives would be investigated within the feasibility study to <br />serve the area with sanitary sewer: <br />1) The extension of gravity sanitary sewer adjacent to the St. Paul Water Works from <br />Owasso Blvd. <br />2) The extension of gravity sanitary sewer from Spruce Street across the St. Paul Water <br />Works easement. <br />3) Installation of a lift station with the force main discharging to the existing sanitary <br />sewer on Woodlyn Avenue located approximately 600 feet west of the development <br />site. <br />Page 33 <br />2335 West Highway 36 • St. Paul, MN 55113 • 612 - 636 -4600 <br />
