Subsequent total <br />project costs for public improvements to serve the area with sanitary sewer could be <br />expected to be in the range of $75,000 to $150,000. A method of cost sharing and project <br />financing would have to be determined before the project would go forward beyond the <br />feasibility report stage. <br />A private improvement to serve the limited area occupied by Pro Air, R & S Automotive, <br />and Meyer Enterprises would involve the installation of a grinder pump station with a small <br />diameter force main outleting to the existing sanitary sewer collection system located <br />approximately 600 feet to the west. The Owner of R & S Automotive received a quote of <br />$12,550 from a plumber in June of 1990 to serve his property with such an improvement. <br />There are no provisions within the Little Canada Municipal Code regarding installation of <br />private improvements to the City collection system. An agreement between the City and <br />the property owner would need to be reached in order for the private improvement to go <br />forward. Concerns regarding the installation of a private improvement are as follows: <br />* The installation would require city approval for placement of private facilities within <br />the public right of way. <br />The City should require that plans and specifications be prepared by a registered <br />engineer. <br />* The facility would be operated and maintained by the private owner. <br />* The potential for a leak in the water main system could by minimized by utilizing <br />polyethylene piping for the force main material. We recommend the City require <br />City review and approval of conveyance facility plans. City inspection of the gravity <br />sewer service and the lift station structure during installation should also be <br />required. <br />Complete restoration of right -of -way features to the City's satisfaction would be <br />required. <br />The City needs to decide whether or not such a connection is to be allowed to the collection <br />system.
