Wetlands. The northwestern and southwestern portions of the <br />property are located within large protected wetland areas. The <br />proposed subdivision will need to address erosion control, grading, <br />and drainage control. No excavation or filling may occur within <br />the wetland areas, unless mitigation occurs. The project will <br />require approvals from the DNR, Watershed District, and the U.S. <br />Army Corps of Engineers, in addition to City approval. <br />Lot Size and Setbacks. The City's minimum lot width and size <br />requirements are met by the proposal. All homes to be built must <br />set at least 30 feet back from road right -of -ways, and rear lot <br />lines, and 10 feet back from side lot lines. <br />Easements. The Subdivision Ordinance requires easements for <br />utilities of at least six feet in width to be provided along all <br />lot lines. <br />Lot Access. Lots will be accessed from a proposed cul -de -sac that <br />intersects with Edgerton Street. The subdivision ordinance <br />requires that cul -de -sacs be no longer than 500 feet in length. <br />The proposed cul -de -sac is roughly 800 feet long, therefore a <br />variance from the City's minimum requirement must be applied for. <br />However, due to the existing topography and wetlands, the layout of <br />the cul -de -sac may be appropriate. Elevations are too steep to <br />extend Sunrise Drive from the south. <br />Utilities. The City Engineer and Public Works Director will have <br />to review the proposed subdivision to determine utilities impacts <br />for adequacy in this area. <br />SUMMARY <br />The Planning Commission is asked to review these and other issues <br />toward the objective of giving direction to the developer to <br />proceed toward a Preliminary Plat application.
