Patrol Division Memo <br />To: Contract City Members <br />From: Cmdr. Bergeron <br />Date: June 16, 1993 <br />Subject: Expanded Uniform Patrol Coverage For The Cities Who <br />Contract For Police Service With The Ramsey County Sheriff's <br />Department <br />The Contract Cities have made great strides over the past six years <br />to pick up the actual and total costs of police services from the <br />Sheriff's Department. The statement " the Contract Cities are <br />subsidized by the county tax payers " no longer is a bonefide <br />statement. <br />In 1987, the Contract Cities, funded the additional costs of making <br />both 2463 and 2464 twenty four hour squads. Before then, these <br />squads had evolved from one eight hour squad to two eight hour <br />squads to two sixteen hour squads to the present day 24 hour <br />squads.The was done simply because of the increasing demand for <br />service in our communities. <br />Also in 1987, The Sheriff's Department moved from 3401 N. Rice <br />Street to the new patrol station at 655 w. Co. Rd. E. The reason <br />for the move was that the Patrol Division out grew the old facility <br />and needed the room. Prior to this move, the Contract Cities did <br />not pay any cost associated with the building it's self. As of 1987 <br />the Contract Cities began paying a proportionate share of the over <br />head costs of the patrol station. These cost have been included in <br />the contract estimates each year since. <br />1988 brought the addition of one investigator to the payroll of the <br />contract cities. Before that time all of the investigators assigned <br />to General Investigations were County personnel funded by the <br />County tax payers, even though 97% of the work done in General <br />Investigations was done for the Contract Cities. By January 1st <br />1994, four of the General Investigation Deputies will be sponsored <br />by the Contract Cities. This has been a gradual phase in program, <br />but now, Contract City personnel will be doing Contract City <br />investigations. <br />The D.A.R.E. program was phased in much the same manner as the <br />other needs of the Contract Cities. The D.A.R.E. program was <br />started in 1990 using County funded personnel. In 1992, the phase <br />in started by the Contract Cities picking up the cost of one of the <br />D.A.R.E. Deputies. In 1993, the second D.A.R.E. Deputy was added to <br />the Contract Cities budget. All indicators are that this is a very <br />successful program and a long term benefit to our children and <br />residents of our communities. <br />Page 59 <br />
