Hanson In reviewing the public's use of the City Center, below are options for the Council's consideration: Option 1 - Allow the use of the City Center to anyone requesting such use. Factors to be considered under this option are control, establishment of a fee schedule, competition with private business, wear and tear on the facility, and additional janitorial services. The positive of this option would be that access of the building is allowed to the public. Option 2 - Access limited to adult -based groups with a civic purpose and community benefit. Access would not be allowed by groups created for private benefit or gain, or groups which are merely "social" in nature. Examples of approved groups would be the Little Canada Recreation Association, Mayor's Commission Against Drugs, Suburban Area Chamber of Commerce, Canadian Days Committee, and other groups of which the City is a member and /or may be hosting a meeting. Any group not included in the list as being "approved" for City Center use would have to make a written request to City Staff. Staff would review the request and decide whether the group met the parameters established. If not, and the request was denied, the group would have the option of appealing its request to the City Council. Access would also be allowed for political groups. Town meetings or candidates' - debates sponsored by the City or League of Women Voters would be an allowable use of the City Center. Cable TV coverage of these types of meetings would be provided upon request. Use of the Page 3
