Hanson <br />In reviewing the public's use of the City Center, below are options <br />for the Council's consideration: <br />Option 1 - <br />Allow the use of the City Center to anyone requesting such use. <br />Factors to be considered under this option are control, establishment <br />of a fee schedule, competition with private business, wear and tear <br />on the facility, and additional janitorial services. The positive of <br />this option would be that access of the building is allowed to the <br />public. <br />Option 2 - <br />Access limited to adult -based groups with a civic purpose and <br />community benefit. Access would not be allowed by groups created for <br />private benefit or gain, or groups which are merely "social" in <br />nature. Examples of approved groups would be the Little Canada <br />Recreation Association, Mayor's Commission Against Drugs, Suburban <br />Area Chamber of Commerce, Canadian Days Committee, and other groups <br />of which the City is a member and /or may be hosting a meeting. <br />Any group not included in the list as being "approved" for City <br />Center use would have to make a written request to City Staff. Staff <br />would review the request and decide whether the group met the <br />parameters established. If not, and the request was denied, the <br />group would have the option of appealing its request to the City <br />Council. <br />Access would also be allowed for political groups. Town meetings or <br />candidates' - debates sponsored by the City or League of Women Voters <br />would be an allowable use of the City Center. Cable TV coverage of <br />these types of meetings would be provided upon request. Use of the <br />Page 3 <br />
