Drive Aisle Space and Access. Minimum drive aisle width for 90 <br />degree parking must be 22 feet. All drive aisles on the site plan <br />appear to exceed this requirement. The proposed re- alignment and <br />additional parking will cause a slight improvement in circulation <br />pattern for the development. Shoppers will not have to contend <br />with traffic generated by the two fast food restaurants. All <br />traffic generated will be to the mall. <br />Elimination of the fast food area will bring better visibility to <br />the shopping mall. In addition, access on and off of Rice Street <br />will be improved with the additional twelve (12) foot lanes added <br />North and South of the entrance. <br />South of the entrance, a 200 foot long deceleration lane in front <br />of the adjacent single family home is proposed. Also, north of the <br />entrance, a 365 foot long acceleration lane is proposed. There <br />appears to be 17 feet of Rice Street right -of -which will provide <br />space for the additional lanes. The proposed must receive approval <br />from the Minnesota Department of Transportation. <br />Landscaping. The proposed site plan does not show any landscaping. <br />The City may wish to consider the adequacy of the current screening <br />for the home located adjacent to the proposed parking lot, and <br />along the newly created lanes along Rice Street. Therefore, it is <br />recommended that a detailed landscaping plan be submitted prior to <br />final approval. <br />Section 921.010 (C) of the Municipal Code requires the City to <br />consider the following factors when reviewing a conditional use <br />permit: <br />RECOMMENDATION <br />Based on the information provided for review, our office recommends <br />approval of the request. If the City feels it necessary, it may <br />require the applicant to submit a detailed site plan showing <br />proposed landscaping of the additional parking area, and the <br />boulevard along Rice Street.
