Under the revised process, the Planner would review submitals to <br />ensure that they are accurate and complete. If not, the <br />developer would be informed and would have the opportunity to <br />make the necessary corrections by Thursday of the week before the <br />Planning Commission meeting. The development proposal will not <br />be scheduled for Planning Commission review if a complete package <br />is not in hand by Thursday noon (the week prior to the Planning <br />Commission meeting). The reason for this is that public hearing <br />notices must be submitted to the Press by that day in order to be <br />published prior to the Planning Commission meeting. <br />Hopefully, this procedure would ensure complete submissions by <br />the Planning Commission meeting with ample time for fine - tuning <br />of submissions based on Planning Commission comments by the City <br />Council's second meeting of the month. <br />*Another change that is being recommended is moving the Park & <br />Recreation Commission meeting from the third Thursday to the <br />first Thursday of each month. The result of this change would be <br />review of plats for park charge dedication prior to the Planning <br />Commission meeting. In that way, if the Park & Recreation <br />Commission chose a land dedication rather than cash, there may be <br />time to amend the plan prior to the Planning Commission meeting. <br />If the plan could not be amended in time, at least the Planning <br />Commission would be informed of the Park & Recreation <br />Commission's recommendation, which may have an effect on the <br />lay -out of the plat. <br />*Other efforts to improve our processing of development packages <br />include the attachment of example site plans to development <br />procedure packets. The City Planner will also be reviewing these <br />procedure packages to ensure that they are as complete and <br />informative as possible to developers. <br />*Staff is also preparing a development package processing <br />checklist to ensure that all submissions are received and <br />conditions of approval are completed. This checklist will be <br />attached to the inside cover of the development file folder and <br />will be readily available for review of the status of a <br />development. The information contained in the checklist will <br />vary depending on type of application, i.e. variance, conditional <br />use permit, property division, etc., as well as conditions of <br />approval. As assignment of responsibilities for each item on the <br />checklist will also be included. <br />Longer lead time for the submission of application materials will not <br />be received favorably by developers. However, concern has been <br />expressed with incompleteness of submissions that are being reviewed <br />by the City Council and staff. It is our feeling that there needs to <br />be more review time of these submissions prior to Council meetings in <br />order to ensure a more complete package for the Council as well as <br />minimizing the potential for oversights. <br />Page 11 <br />
