MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1993 <br />Schletty reported that as part of the Frederickshaven <br />First and Second Additions there seemed to be many <br />surprises to the developers of things that were <br />required to be submitted. Schletty indicated that <br />every time they came up to City Hall they were told of <br />additional submissions that needed to be made. <br />Drabik asked whose responsibility it was to verify <br />submissions by developers, pointing out that in the <br />Canada Woods West plat this evening, the issue of a <br />road right -of -way was raised. <br />The City Planner indicated that his office could review <br />half section maps as part of their development review. <br />Keis expressed concern about the Canada Woods West plat <br />noting the comments about springs and wetlands in the <br />area. Keis asked how much of that was the City <br />responsible to verify, or when developments are put in, <br />is it a buyer beware situation. Keis asked how <br />buildable the Canada Woods West lot would be, and <br />pointed out that the builder has indicated that full <br />basements are being planned <br />Schletty indicated that the City Engineer will check <br />out the drainage concerns and the drainage plans for <br />the development. <br />The City Administrator indicated that the City Engineer <br />also reviews the design of streets and utilities in <br />doing plat reviews. <br />Drabik reported that in the Westwinds area a couple <br />homes have full basements that have water problems. <br />Drabik suggested that this could have been avoided. <br />Schletty reported that in the review of the <br />Frederickshaven projects, the City Engineer required <br />the lowest elevation of homes to be two feet above the <br />100 -year high water mark. Schletty also indicated that <br />the Building Official gets involved in this area. <br />Drabik indicated that some homes in her area have <br />windows at grade. <br />The City Administrator reported that grading plans and <br />housing pad elevations must be set and there is so much <br />elevation difference required between the house and the <br />street. The Administrator was not sure about the issue <br />of windows. <br />Page 8 <br />
