MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 9, 1993 <br />Motion carried 5 - 0. <br />Martin and Kapsner wanted it clear that they did not <br />favor the variance on the north since it would mean <br />removal of trees which they felt would affect their <br />privacy and ruin their view. Martin and Kapsner only <br />favored the variance on the south. <br />PEDESTRIAN The Administrative Assistant reported that at the <br />MASTER PLAN direction of the City Council, City staff will be <br />putting together a proposed pedestrian pathway master <br />plan. This proposed plan will then be submitted to <br />both the Planning Commission and Parks & Recreation <br />Commission for review and comment. <br />COMP PLAN <br />Keis asked the status of the updating of the City's <br />Comprehensive Plan. <br />The Administrative Assistant indicated that discussion <br />of updating the Comp Plan would likely occur as part of <br />the 1994 budgeting process. DeLonais indicated that <br />there will also be discussion of this topic at the City <br />Council /Staff goal setting session scheduled for <br />October 5th. <br />DEVELOPMENT The Administrative Assistant explained her memo dated <br />PROCEDURES September 3rd recommending changes to the City's <br />development procedures, in order to ensure that both <br />the Planning Commission and City Council have full <br />submissions by developers prior to review at meetings. <br />Schletty suggested that the City have a procedure <br />package available to developers when they make <br />application explaining the types of submissions that <br />are required. <br />The Administrative Assistant reported that the City <br />does have these packages which are submitted to <br />developers at the time of application. The City <br />Planner will, however, review the packages to ensure <br />that they are as complete as possible. <br />Schletty reported that he never received this package <br />when applying for the Frederickshaven Second Addition. <br />The Administrative Assistant reported that the package <br />was probably given to Sorenson Construction when they <br />made application, however, Schletty indicated that he <br />was with Dave Sorenson when application was made and <br />the package was not given to them. <br />Page 7 <br />
