Since the proposed use of the building is somewhat vague, the <br />applicant was contacted for more details. While not all of the space has been <br />spoken for, the following uses are proposed with some certainty: <br />• Electrical contractor's office - this will be used for the applicant's <br />business and includes office space, storage and a fabricating shop. <br />• General contractor's office and shop. <br />• Sign painter's shop. <br />In addition, the outside storage area shown on the plans will be used to store <br />trucks and /or trailers when they are not in use. <br />While these uses are considered as being permitted in an industrial district, the <br />City must also consider protection of the single family residential areas to the east <br />and south. In this regard, it is felt that the City should pay particular attention <br />to screening/landscaping and parking, <br />a. Parking. According to the existing Zoning Ordinance, the parking require- <br />ment or industrial property is two spaces per three employees or one per <br />1,000 square feet of floor area. Since no information has been supplied on <br />numbers of employees, and it is likely to vary anyway, the requirement would <br />be 9.3 spaces. However, between the uses that are proposed and the un- <br />certainty of future uses, it is suggested that the City consider requiring <br />parking for the highest potential use to which the building could be put. <br />Although the current ordinance requirement for "other businesses" is one <br />space per 150 square feet, past experience has shown that this requirement <br />is somewhat excessive. As has been suggested by Midwest Planning in the <br />past, a requirement of one space per 200 square feet is considered a more <br />reasonable and up -to -date standard. The applicant has proposed 47 spaces <br />for parking. Based upon one space per 200 square feet of floor area, the <br />number of spaces required would be 46.5. As such parking is considered to <br />be adequate. <br />The current ordinance also states that "off -street parking will not be per- <br />mitted in any front yard or side yard bordering on a street except in neighbor- <br />hood business districts ". Based upon past discussion of this requirement, it <br />has not been included in the new Zoning Ordinance draft which the City is <br />in the process of reviewing. As such, the City must now make a policy <br />decision as to whether to continue the old standard or approve the proposed <br />standard. <br />Page 51 <br />
