The Honorable Mayor Ray Hanson <br />and Council Members <br />October 21, 1993 <br />page -two- <br />If the Council feels a compelling need to ask for public evaluation of certain city servic- <br />es, like refuse hauling, street maintenance, etc., a specific questionnaire prepared by <br />city staff and approved by the Council could be used to target these areas. The ques- <br />tionnaire could be inserted with monthly sewer bills or in the LePetit Canadian Newslet- <br />ter. Although the response rate may not be as great as by a direct telephone cam- <br />paign, we have always assumed that if no one responds to a public hearing, they are <br />indifferent to the issue involved. People who are concerned about city services should <br />respond to a written survey, and if they don't, you can assume that they are at least <br />neutral on the subject.
