Hanson <br />At the direction of the Council, I conducted a survey to determine <br />how the surrounding cities address the issue of outdoor sales and <br />consumption of liquor. The following are the results of that survey: <br />Vadnais Heights - This liquor ordinance doesn't specifically limit <br />alcohol consumption or sale to within the building, but the city <br />treats it that way. City staff requires that the Council approve any <br />special events that are held in the parking lots of liquor <br />establishments that involve the sale and consumption of alcohol. <br />However, staff also indicated that no special approval was required <br />for the outdoor eating area at Roberto's Restaurant. <br />Roseville - This liquor ordinance limits sale and consumption to <br />inside the structure, unless the property owner applies for an <br />outdoor endorsement to their liquor license. When such a request is <br />made, adjacent property 'owners are notified of the meeting at which <br />the Council will consider the request. If the Council decided to <br />approve the outdoor endorsement, the Council can impose conditions <br />such as, but not limited to, screening, time of day, noise controls. <br />White Bear Lake - This liquor ordinance limits sale and consumption <br />of alcohol to inside the building. A special permit is available for <br />outdoor sales and consumption, which the Council can grant subject to <br />conditions. <br />Maplewood - This ordinance limits outdoor sales and consumption to an <br />area that is fully enclosed with no access from the outside, except <br />through the building. The enclosure must be permanent in nature. No <br />outdoor sales and consumption is allowed for special events such as <br />pig roasts, etc. Maplewood has experienced problems in the past with <br />these types of events. <br />Page 3 <br />
