Shoreview - Their ordinance limits alcohol sales and consumption to
the area shown on a floor plan submitted by the business at the time
of liquor license application. The liquor ordinance refers to
"compact and contiguous space ". Kozlac's for example has an outdoor
deck, but it is shown on the floor plan. Access to outdoor sales and
consumption areas is limited through the building. Shoreview has
never had a request for a "special event" such as Little Canada has,
but if it did receive such a request, would refer it to the City
Council.
Arden Hills - Liquor licenses in this city are based on square
footage, which could include area for outdoor sales and consumption.
The city's inspector visits each premises at the time of liquor
license application to inspect and ensure that the proper controls
are in place.
As you can see, the general consensus of the cities surveyed is that
there is alcohol sales and consumption is limited in some fashion and
is not free to occur anywhere on the property without controls in
place. Should the Council determine a change is merited, then
direction will need to be provided to the City Attorney.
Page 4
